But health reform needs a new world-leading health ICT infrastructure that uses both the Internet and computers to link all patients, hospitals, providers and insurance payers.  This huge job will take creative new technical innovations like Internet-based payments, personal health portals, medical debit cards, 'bancassurance' products, and new advanced management systems and software that do not exist.
